He has a BS in Civil Engineering from Texas A&M University at Kingsville.

William C. (Clay) Fowler, RPA

Clay Fowler received his RPA in 1985 and has been active in the property tax and appraisal fields since 1980, including 10 years as Chief Appraiser of an appraisal district in Texas. He is in a unique position to understand the specific needs of clients and property owners. He graduated from Texas Tech University with a BS in Animal Science and an emphasis in Chemistry.

Richard D. Griffin, RPA

Richard Griffin is a registered appraiser with nearly a decade of experience in cost estimation analysis of manufacturing, mechanical design, and construction. He graduated from Texas A&M University with a BS in Mechanical Engineering and holds the Engineer-In-Training (EIT) designation.

Cathy A. Jackson, RPA, RTA, CTA

Cathy Jackson is an industrial and personal property appraiser with over 20 years of experience. She has served as Chief Appraiser for Lamar CAD (1998-2005) and as a Deputy Chief Appraiser (1991-1998). She is a licensed realtor and holds an Associate of Science degree in Computer Science from Paris Junior College.

Trenton D. Johnson, RPA

Trent Johnson is a registered appraiser of industrial and personal property with over half a decade of experience in the fields of machinery, manufacturing, and the oil and gas industry.

Gerri A. Renfroe, RPA

“Tillie” Renfroe is a registered appraiser of industrial and personal property with over 12 years of experience. She began her career with the Dimmit Central Appraisal District where she served as Chief Appraiser from 2005 – 2008. She has in-depth knowledge of the certification process and has worked closely with clients and property owners.

Noel D. Wilcoxson II, RPA

Noel Wilcoxson is a registered industrial appraiser specializing in chemical plants and complex industrial plants with additional experience as a property tax consultant. He graduated from Texas A&M University with a BS in Chemical Engineering and holds the Engineer-In-Training (EIT) designation.

Lance D. Wood, RPA

Lance Wood is a registered industrial and personal property appraiser with over 12 years of managerial experience in purchasing goods and documenting standard operating procedures. He wrote the ISO-9000 procedures for the Austin division of a printed circuit board (PCB) company.

Peggy Lutz

Peggy Lutz provides managerial assistance to the Vice-President of the Industrial Complex Property Division and leads the personnel team that completes review of all appraisals. She has an extensive background in project management, software implementation, and contract analysis for the computer and medical device industries.

Aaron J. Andersson

Aaron Andersson recently joined the Capitol Appraisal Group bringing with him knowledge of chemical processes and practices from experience in qualitative and quantitative risk analysis. He graduated from the University of Texas at Austin with a BS in Chemical Engineering.

Alfonso Porras, JD

Alfonso Porras is a licensed appraiser with experience in the appraisal of utility and industrial properties. Alfonso has a BS in Technical Management from DeVry University, an MBA with concentrations in Finance and Project Management from Keller Graduate School of Management, and a Doctorate of Jurisprudence from St. Mary’s University School of Law.

Dawn May Walior, RPA, CRA

Dawn May is a certified appraiser, licensed in California and Texas since 1991. She started in residential and has since worked in utility, minerals, agriculture, and industrial appraisal, receiving her RPA in 2009. Dawn has a BA degree in Business Administration from California State University, Fullerton and an MBA from Texas State University.

Shannon Douglass

Shannon Douglass is responsible for the imaging and document management of Capitol’s Industrial and Minerals Departments. She brings over twenty years of professional office experience to Capitol, is a graduate of Texas State Technical College, and is certified in the field of Child Care.
